The Central Depository/Settlement Bank (DC/BR) announces the appointment of Mr. Birahim Diouf as Deputy Director General

The Central Depository/Settlement Bank (DC/BR) announces the appointment of Mr. Birahim DIOUF as Deputy Director General, effective immediately.

The Deputy Director General will assist the Director General in the operational, financial, and development management of DC/BR. In this capacity, he will be responsible for coordinating and overseeing the management of all departments or directorates under his supervision.The appointment of the new Deputy Director General aligns with the new strategic directions of this central structure of the Regional Financial Market of the West African Economic and Monetary Union (UEMOA). DC/BR is responsible for the centralization and safekeeping of securities, ensuring the successful completion of settlement/delivery operations following stock market transactions, as well as managing corporate actions.

Birahim DIOUF brings over thirty years of experience in the financial sector, particularly in capital markets and investment banking.

Before his appointment as Deputy Director General of DC/BR, Mr. Birahim DIOUF held the following positions:

• Director of the Studies, Strategy, and Market Development Department at BRVM and DC/BR (2015–2020).
• Director of Operations at DC/BR and Director of Studies, Strategy, and Market Development (2012–2015).
• He first joined the Central Market Structures in February 1998 until 2003 as Director of Operations at DC/BR.

Before joining BRVM and DC/BR, Mr. Birahim DIOUF worked for:

• African Alliance Investment Bank (AAIB), an investment bank based in South Africa (2007–2011).
• The United Nations Economic Commission for Africa (ECA) and BMCE Capital Investment (2003–2005).

Mr. Birahim DIOUF holds an MBA from Sorbonne Graduate School of Business, an Executive MBA from the Institut Français de Gestion Groupe INNSEC U, a Master’s degree in Economics from Paris-I Panthéon-Sorbonne, a postgraduate degree in Islamic Finance from the Institute of Islamic Banking and Insurance (IIBI) in London, and a Master’s degree in Applied Economics from Paris IX Dauphine. He also holds multiple certifications.
